Provincial Nominee Programs (PNP)

There are also specific provincial programs for work and immigration. Each province has its own requirements and regulations. We would like to highlight the most popular PNP Programs in Canada:

British Columbia: Business Provincial Nominee Stream

Personal requirements
  • have a personal net worth of at least CAD$600,000
  • demonstrate business and/or management experience
  • have, or be eligible for, legal immigration status in Canada
  • must also have been lawfully admitted in the country where you currently reside.
Business, job and investment requirements to qualify you must:
  • establish an eligible new business or purchase and improve an existing business
  • make an eligible personal investment of at least CAD$200,000 in the business
  • create at least one new full-time job for a Canadian citizen or permanent resident in the business

British Columbia: Entrepreneur Immigration – Pilot Program

In this pilot, the British Columbia PNP partners with regional communities are welcoming approved immigrant entrepreneurs who want to open a new business in Canada. A maximum of 200 registrations may be accepted per month.

Among other generic eligibility criteria, candidates must:

  1. conduct an exploratory community visit;
  2. have a minimum of $100,000 in eligible business investments;
  3. have a minimum personal net worth of $300,000;
  4. have 3+ years of experience as an active business owner-manager or 4+ years as a senior manager within the last 5 years;
  5. take on a minimum of 51 percent ownership;
  6. create a minimum of one new job for a Canadian citizen or permanent resident of Canada.

Manitoba: Business Investor Stream

The new Business Investor Stream includes two pathways to Manitoba Immigration:

The Entrepreneur Pathway
  • is for applicants, who want to open a business in Manitoba.
  • Candidates are initially issued with a temporary work permit. They are nominated for permanent residence after establishing a business, which meets the conditions of a Business Performance Agreement.
  • Priority is given to those candidates, who start their businesses outside Winnipeg.
The Farm Investor Pathway
  • is for applicants, who want to open and operate a farm in rural Manitoba.
  • Candidates are initially issued with a temporary work permit. They are nominated for permanent residence after establishing a business, which meets the conditions of a Business Performance Agreement.

Alberta: Immigrant Nominee Program

In January 2018 Alberta received a small increase in its federal government allocation for 2018 under the Alberta Immigrant Nominee Program (AINP). This program is comprised of three streams:

  1. Employer-Driven Stream
  2. Strategic Recruitment Stream
  3. Self-Employed Farmer Stream

Alberta is currently in the process of overhauling the AINP, although the changes had to be delayed after they were originally planned for a launch on January 2, 2018. A provincial statement said further consultation with stakeholders was required, and that applications would be accepted under the old structure in the meantime. Under the changes, a new Alberta Opportunity Stream will replace the current Employer-Driven Stream and Strategic Recruitment Stream.

This means the AINP will accept applications under two streams only: the new Alberta Opportunity Stream and the existing Self-Employed Farmer Stream. Furthermore, a new Alberta Express Entry Stream will allow the province to nominate candidates who will then apply through the federal Canada Express Entry System. The province has reassured candidates that those already in the queue for processing will be assessed under the eligibility criteria that were in place at the time the application was received.

Northwest Territories: Nominee Program Business Stream

Prince Edward Island: Provincial Nominee Program

PEI offers a high quality of life, with excellent schools, Universities, healthcare facilities, and recreation. PEI has some of the lowest housing prices in Canada and also one of the lowest crime rates. Its beautiful scenery and moderate climate attract more than 1 million visitors annually. It is the ideal place to raise a family and operate a business.

Program Summary
  1. Permanent Residency Visa allows applicant and his/her family to reside, work and attend school in PEI
  2. Speedy provincial (4-7 months) and federal processing (9-12 months)
  3. The applicant may apply for Citizenship (Passport of Canada) after 3 years from Landing in Canada
Investor Qualifications
  • Intend to settle in PEI and to manage, invest in, or own a business in PEI;
  • Be between 21 and 59 years of age;
  • Have completed at least 12 years of school (completed secondary school);
  • Have a minimum of 3 years of recent management or business ownership experience;
  • Have basic proficiency in English or French (CLB 4.0 or greater);
  • Have minimum CAD $600,000 in Net Worth;
  • Have minimum CAD $150,000 for investment;
  • Be able to document the source of funds for $600,000 (it must be earned through the applicant’s own endeavours; loans and gifts cannot be used);
  • Be able to submit a $200,000 deposit, which will be refunded upon you meeting the terms and conditions of the escrow agreement;
  • Pass a security background check and medical check.
